The Role of Government in Community Capacity Building

This booklet outlines the principles involved in public agencies and communities working better together, the new approaches needed, and potential pitfalls to be avoided.

Jim Cavaye argues for a re-valuing of grassroots relationships between rural people and government workers, adding a community capacity role to existing service delivery, and recognition of community partnership as “real work” for public agencies. He recommends “unlearning” of assumptions behind traditional government/community interaction and new approaches to public agency accountability.
